RPO on the Rise - Contract activity seeing a dramatic increase

Who would you think the best people to get in front of at corporations would be for your firm to be considered?  Executive in HR?  Executive's in recruiting? Procurement?  Executives over large divisions?  All of the above?  Going after everyone is very time consuming but it seems the decision process varies from company to company.  I know that I've seen account execs who are entrenched in HR and all of a sudden an RFP comes out from procurement and they were not on the list.  Other times you can go to procurement, get on the list and never hear anything.  Next thing you know HR has struck a new RPO deal with your competitor and you never had the opportunity to present.

Thoughts?  Resources?  There should be a central depository for all RFP's.  There are many sites that have new RFP's but they are spread out and everyone does not prescribe to a single site.
